Q.1How to apply for e-SCC?
A.1 Forwarder needs to submit a registration form for applying as a registered user and Customs will assign a registration no. for each successful applicant.
Q.2Is it necessary to send bill of lading for both inbound and transshipment consignments?
A.2 Yes, house bills of lading for both inbound and transshipment consignments in ocean mode should as far as practicable be required. Customs will issue Detention Notice (Form 1) to detain particular consignment if HBL information is not received.
Q.3Can forwarder submit house level information in Chinese?
A.3 Yes, information in Chinese is also acceptable.
Q.4What format is required on the email subject?
A.4 < Registration No. + Vessel Name + Voyage No. + ETA >
e.g. < e-SCC-0001 +OOCL ABC+V.123+21.07.2010 >
Remarks :   - Enclosed by a pair of ‘ < ’ and ‘ > ’ in the sentence
  - Adding a separator ‘+’ between each field
Q.5What kind of information is included in the file attachment?
A.5 Two attached files, namely, Header file and HBL file, are proposed to be included in the email

Content   : Summary of HBL file including port of receipt/loading, hot/tackle box request, place for devanning & contact person information

Q.6Does the Header file contain information of one consignment or all consignments in a vessel?
A.6 The Header file contains information of all consignments in a vessel.
Q.7How to specify the “hot box” request for those consignments with short or no free rental period granted by terminals?
A.7 Request for special handling of hot/tackle box can be made in the header file by marking the relevant consignment no.
Q.8Is it necessary to send other information such as invoice and packing list each time?
A.8 No, it is not necessary to send these documents under normal situation. Forwarder is required to provide these documents only upon Customs' request.
Q.9How to send authorization letters for personal effects?
A.9 The authorization letter with signature or other essential house level cargo information, e.g. packing list, can be submitted in a scanned format (pdf/tif) via email with the same email subject, i.e. < Registration No. + Vessel Name + Voyage No. + ETA > .
Q.10After submission of email containing information on long-haul ports, does forwarder need to submit the same information again in her 2nd email submission containing information on short-haul ports?
A.10 No, forwarder only needs to submit HBL file containing information on short-haul ports and the corresponding Header file in her 2nd email.

Q.11What does forwarder need to do if there is any amendment?
A.11 Forwarder needs to send a new email with the revised HBL file in full detail and the corresponding Header file. For DELETED house information, the deleted bill of lading no. is to be stated in the first line of the 2nd email content.

Q.12What does forwarder need to do if there is a change of vessel after submission?
A.12 Forwarder only needs to send the revised HBL file and the corresponding Header file in a new email using NEW vessel name plus a keyword “ < Replacement > ” and to state the replaced vessel information in the first line of 2nd email content.

Q.13If the HBL file is over 10MB, how does forwarder submit the email to Customs?
A.13 HBL file over 10MB should be divided into different parts with size below 10MB. Each part of HBL file, submitted with the corresponding Header file, should be named with the Part No and submitted in a separate email.

Q.14If forwarder cannot meet the submission time schedule agreed with Customs, particular in weekends, Sundays and holidays, what will happen? What action does forwarder need to take?
A.14 Participating forwarders are encouraged to submit house level information at their earliest convenience. If house level information is not available at the specified time schedule, Customs may serve Detention Notices, whenever necessary. However, forwarder is still encouraged to submit belated information because Customs will, as far as practicable, check the availability of house level information before issuing a Detention Notice.
Q.15What is the contingency approach if forwarders cannot submit information via email due to suspension or breakdown of computer system/terminal?
A.15 Forwarders are required to contact our frontline officers to confirm other means of communication such as fax.
