To fulfill an international obligation under the "United Nations Convention Against Illicit Traffic in Narcotic Drugs And Psychotropic Substances, 1988", the Government of the Hong Kong Special Administrative Region exercises control on 26 chemicals which can be used for the manufacture of dangerous drugs or psychotropic substances. The control is prescribed in the Control of Chemicals Ordinance, Chapter 145, Laws of Hong Kong. The Customs and Excise Department is responsible for the enforcement of this Ordinance.
