Who requires a permit

Any persons who remove dutiable commodities are required to have relevant permits issued by this Department.

Permit Types

TypesWhen to apply
I. Removal Permit for Dutiable Goods When removing dutiable goods from -
  1. an importing conveyance to a bonded warehouse;
  2. a bonded warehouse to another bonded warehouse.
II. Removal Permit for Duty-Paid Goods When removing dutiable commodities -
  1. for local use from the importing conveyance or bonded warehouse upon payment of the full duty;
  2. which are exempted from duty from an importing conveyance or bonded warehouse;
  3. which are attracting no duty under the Dutiable Commodities Ordinance, Chapter 109, Laws of Hong Kong (Opens a new window) from the importing conveyance for local use or to an exporting conveyance for re-export;
  4. from a bonded warehouse to a place where the goods will be destroyed.
III. Export Permit When removing dutiable goods from -
  1. a bonded warehouse to an exporting conveyance;
  2. an importing conveyance to an exporting conveyance for re-export.
IV. Ships' Stores Permit When removing dutiable goods used as ships' / aircrafts' stores from -
  1. a bonded warehouse to an exporting conveyance;
  2. an importing conveyance to an exporting conveyance.

How to apply

Applications can be made electronically from 7am to 11pm everyday (including Saturdays, Sundays and public holidays) through one of the following electronic service providers:

The processing time for a permit application is normally half a working day upon receipt of all necessary information, documents and duty payable as applicable. Service charges will be charged by the service providers. No charge is levied by this Department.
