CEPA and Trade Inspection Bureau of Customs and Excise Department is responsible for receiving all application for certification (confirmation certificate) of Non-US frozen chicken products transhipped to the Mainland whether or not there is vanning or devanning being taken place in Hong Kong. Application (Opens a new window) may be submitted in person during office hours to the office of CEPA and Trade Inspection Bureau at 15/F, Trade and Industry Department Tower, 700 Nathan Road, Mongkok, Kowloon or by fax at 2413 6693. For transhipment cargo without vanning or devanning in Hong Kong, the applicant shall submit the application 2 clear working days prior to the shipment arrival with relevant supporting documents including (i) copy of import licence; (ii) copy of health certificate issued by recognized authority of exporting country or region; (iii) copy of bill of lading (through bill of lading or 1st and 2nd leg bill of lading and unified road cargo manifest ); (iv) copy of manifest; (v) copy of business registration certificate and (vi) copy of other shipping documents.
For re-export cargo with vanning or devanning in Hong Kong, the applicant shall submit the application 2 clear working days prior to the shipment departure with relevant supporting documents including (i) copy of import licence; (ii) copy of health certificate issued by recognized authority of exporting country or region; (iii) copy of bill of lading; (iv) copy of manifest; (v) copy of business registration certificate and (vi) copy of other shipping documents.
After checking the submitted documents which are found in order, Customs and Excise Department will confirm with the applicant on the date, time and place for applying Customs seals (for transhipment without vanning/devanning) or for applying Customs seal after monitoring the entire vanning/devanning (for re-export cargo with vanning/devanning).
For transhipment cargo without vanning/devaning, the applicant shall ensure that the original container seal remain intact before the application of Customs seal
For re-export cargo with vanning/devanning, the applicant shall ensure that the original container seal remain intact before the monitoring for vanning/devanning by Customs and Excise Department
After applying Customs seals on container, Customs and Excise Department will arrange issue of confirmation certificate as soon as possible so that the applicant can pass the certificate (Opens a new window) to the Mainland importers for Customs clearance.
