A licence or a permit is required to :
- supply, procure, deal in or with any Schedule
1 chemical;
- possess any Schedule 1 chemical unless it
is in transit;
- manufacture, import or export any Schedule
1 or 2 chemical;
- move and handle any Schedule 1 or 2 chemical
transshipped in Hong Kong; and
- export any Schedule 3 chemical to any country
specified in the same schedule.
For their storage, an approval in writing by
the Commissioner of Customs & Excise is required
for premises and containers in which Schedule
1 or 2 chemicals are stored or kept. |

What are
the requirements for applying a licence under the
Control of Chemicals Ordinance ? |

A2. |
The
applicant must be the proprietor or partner of
the company, or a responsible person appointed
in writing by the proprietor or partner of the
company. For a limited company, the applicant
should be a director of the company, or a person
authorized in writing by the Board of Directors.
The applicant must be a
Hong Kong resident.
An application for a licence under the Control
of Chemicals Ordinance should be supported by
the following documents:
- Copy of applicant's Hong Kong Identity Card
- Copy of Business Registration Certificate
- Copy of Certificate of incorporation (for
limited company)
- Copy of Registration of Directors (for limited
company)
- Copy of proof of ownership of the premises
or tenancy agreement of the business address

The
Controlled Chemicals Group of the Customs and
Excise Department is responsible for the issue
of licence, removal permit and import or export
authorizations, and for granting storage approval
under the Control of Chemicals Ordinance. If further
information is required, please contact the Controlled

fee for issuing a licence is HK$1,530 per year.
The fee for issuing a permit is HK$950 each time. |

or permit is issued within 14 days upon receipt
of all required documents. |
