Some traders have underpaid declaration charges in lodging their trade declarations due to various reasons such as using the wrong declaration form or wrong code. The Government will demand from them short-paid declaration charge, together with related penalty by issuing them a notice. If you receive such a notice, you should make the payment within 14 days from the date of the notice.

By virtue of Regulation 10(1) of the Import and Export (Registration) Regulation, the Commissioner of Customs & Excise may impose a penalty on any person who has short-paid Imports and Exports Declaration Charge in respect of an Import/Export/Re-export Declaration, at a sum of not more than 20 times of the short-paid amount (but not exceeding HK$10,000) for each Import/Export/Re-export Declaration lodged.
