(I) All applications for refund of overpaid declaration charges must meet the following criteria :

   
  1. The applicant should be the declarant of the declaration in question; and

  2. an application should be made within 2 years from the date of shipment.

 

(II) For all refund applications, please apply in writing either to the Trade Statistics Processing General Unit of Census & Statistics Department on 18/F., Wanchai Tower, 12 Harbour Road, Wanchai, Hong Kong ( for lodgement of declarations through EDI service provided by Tradelink, Ge-TS or Tradelink's, Ge-TS's website using the web browser ) or to the relevant Electronic Trading Access Service ( ETAS ) Centres ( for lodgement of declarations through ETAS centres ) as appropriate. You should state the reasons for refund together with the UDR number concerned and attach the relevant bill of lading for ocean shipment, air waybill for air shipment, or road manifest for land shipment.

 

If the overpayment of charges is due to an overstated value of the goods, please also attach the following documents:

 
  1. Supplier's invoice;

  2. Packing list or weight list showing the net weight;

  3. Insurance certification and premium note showing the premium;

  4. Letter of credit;

  5. Bill of exchange;

  6. Banker's credit advice or debit note; and

  7. Receipt for transportation charges.
