Licence Issued under the Control of Chemicals Ordinance

A licence
is required to import, export, supply, procure,
deal in or with, possess or manufacture controlled
chemicals.To fulfill an international obligation
under the 'United Nations Convention Against Illicit
Traffic in Narcotic Drugs And Psychotropic Substances,
1988', Government of HKSAR introduced control
on 25 chemicals which can be used for the manufacture
of dangerous drugs or psychotropic substances.
The control is prescribed in the Control of Chemicals
Ordinance (Chapter 145). The 25 chemicals under
control, including their salts except those of
sulphuric acid and hydrochloric acid whenever
the existence of such salts are possible, are

Application
for Licence for Controlled Chemicals |

Please use
Form CED 359 for application.
A licence applicant should be an appointed
responsible person in a company requiring
for the licence and a Hong Kong resident
of age 18 or above. The applicant should
also provide documents such as Business
Registration Certificate, Certificate of
Incorporation, Tenancy Agreement, etc.,
to support the application. Completed application
form, together with supporting documents
as stated on the Check List for Required
Documents should be sent to the Licensing
Unit at Room 631, 6/F North Point Government
Offices, 333 Java Road, North Point, Hong
Kong for processing.
Requests for change of licence particulars
should be made in writing together with
relevant supporting documents to the Licensing
Unit for processing.
A licence issued under the Control of Chemicals
Ordinance is valid for one year. The licensee
shall keep in view of the licence renewal.
The current licence fee is HK$1,530 per year.
Successful licence applicant will receive
a notice for payment of licence fee. Please
follow the instructions contained in the
notice to settle the payment. |

Application
for Authorization to Import or Export
Controlled Chemicals |

Please use
Form CED 312 or CED 313 for application.
Completed application form (in quadruplicate),
together with supporting documents such
as Invoice, Shipping Order, Air Waybill,
Bill of Lading, Contract of Sales, Letter
from importer to state the purpose of import,
Import Authorization issued by receiving
country, etc., should be sent to the Licensing
Unit at Room 631, 6/F North Point Government
Offices, 333 Java Road, North Point, Hong
Kong for processing.
Requests for change of licence particulars
of issued authorization should be made in
writing together with the authorization
and relevant supporting documents to the
Licensing Unit for processing.
For cancellation of an authorization, please
return the unused authorization together
with a written request to the Licensing
Unit.
Import or Export Authorizations are issued
free of charge. |

for Permit to Remove Controlled Chemicals
in Transhipment |

Form CED 347 for application.
Completed application form (in quadruplicate),
together with supporting documents such
as Business Registration Certificate, Telephone
Bill, Through Bill of Lading or Air Waybill,
Shipping Order, Invoice, Contract of Sales,
Letter from importer to state the purpose
of import, Import Authorization issued by
receiving country, etc., should be sent
to the Licensing Unit at Room 631, 6/F North
Point Government Offices, 333 Java Road,
North Point, Hong Kong processing.
Request for change of any particulars of
issued permit should be made in writing
together with the permit and relevant supporting
documents to the Licensing Unit for processing.
For cancellation of a permit, please return
the unused permit together with a written
request to the Licensing Unit.
The fee for a Transhipment Permit is HK$950. |
