| Background
As a result of the legislative amendments introduced
by the "Import and Export (Facilitation)
Ordinance 2003"; to the Import and Export
Ordinance, Chapter 60, Laws of Hong Kong and its
subsidiary legislation, the licensing requirement
for the transhipment cargo of Optical
Disc Mastering and Replication Equipment (ODMRE)
will be replaced by a transhipment notification
system.
Transhipment Notification
System for ODMRE
Starting from 8 January 2004, the licensing requirement
will cease to apply to transhipment cargo of ODMRE
if a transhipment notification has been endorsed
in advance by the Commissioner of Customs and
Excise for the equipment concerned and the endorsement
remains in effect.
Submission of Completed
Notification
The "Optical Disc Mastering and Replication
Equipment Transhipment Notification Form"
(CED 382) can be obtained free of charge at the
following office during office hours on or after
15 December 2003:

Completed notification should be
submitted together with all supporting documents
to the Licence Office for endorsement prior to
the arrival of the goods. In normal circumstances
and where sufficient documentary proof is furnished,
the processing time is within one working hour.
