Anti-narcotics work is one of the key functions of the Customs and Excise Department. Apart from stationing Customs officers at the entry/exit checkpoints to provide customs clearance on passengers, cargoes and vehicles for the prevention of drug smuggling, the Department also collects intelligence proactively to assist in the detection of drug trafficking activities. The Customs Drug Investigation Bureau (CDIB) is the investigative arm of the Department responsible for carrying out in-depth investigations on drug trafficking.

CDIB combats the drug problem from different aspects ¡V

  • mounting territory-wide investigations and operations to contain narcotic activities ranging from import, export, distribution to street peddling;

  • exchanging drug intelligence and information with local, Mainland and overseas counterparts;

  • administering a licensing system to control precursor chemicals which can be used in the illicit manufacture of dangerous drugs;

  • conducting financial investigation into drug and crime proceeds and the laundering of drug and crime money; and

  • maintaining close connection with the Mainland and overseas law enforcement agencies in the fight against transnational drug trafficking activities.
