ROCARS Mobile Registration Centre in operation (with photo)

The Road Cargo System (ROCARS) will be fully implemented on November 17, 2011. To assist cross-boundary truckers in registering to use the ROCARS, a mobile registration centre of the Customs and Excise Department (C&ED) came into operation today (March 21).

The mobile registration centre will rove between the outgoing vehicle holding areas of four land boundary control points. Service hours of the mobile registration centre at the following control points are:

Lok Ma Chau Monday to Friday 0930-1200 hours)
Man Kam To Monday, Wednesday and Friday (1400-1700 hours)
Shenzhen Bay Tuesday (1400-1700 hours)
Sha Tau Kok Thursday (1400-1700 hours)

The registration procedure is simple and easy. Truck drivers present their Hong Kong Identity Card/People's Republic of China Exit-Entry Permit, Hong Kong Special Administrative Region Driving Licence, Hong Kong Vehicle Registration Document and Closed Road Permit at the registration centre and Customs officers on hand will provide assistance and explain to them how to use the ROCARS.

The Head of Land Boundary Command, Mr Ben Leung, said, "The ROCARS provides a seamless customs clearance service to users. After the full implementation of the system on November 17 this year, all users of the new system, including the shippers, truck drivers and their agents, must register with Customs for submitting cargo information through the system for customs clearance."

He encouraged cross-boundary truckers to register and get acquainted with the system as early as possible.
