Under the free trade agreements (FTA) and preferential trade agreements signed by the Chinese Mainland, Hong Kong Customs will issue "Certificate of Non-manipulation" for transhipment cargoes via Hong Kong to the Chinese Mainland and other places (currently including Taiwan, Korea, Singapore, Vietnam, Nicaragua, Myanmar and Peru). The relevant FTA signatory countries/region include Afghanistan, Angola, Australia, Bangladesh, Benin, Brunei, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Chile, Comoros, Costa Rica, Democratic Republic of the Congo, Djibouti, East Timor, Ecuador, Equatorial Guinea, Eritrea, Ethiopia, Gambia, Georgia, Guinea, Guinea-Bissau, Honduras, Iceland, India, Indonesia, Japan, Korea, Laos, Lesotho, Liberia, Madagascar, Malawi, Malaysia, Maldives, Mali, Mauritania, Mauritius, Mongolia, Mozambique, Myanmar, Nepal, New Zealand, Nicaragua, Niger, Pakistan, Peru, Philippines, Republic of the Congo, Rwanda, Sao Tome and Principe, Senegal, Serbia, Sierra Leone, Singapore, Somalia, South Sudan, Sri Lanka, Sudan, Switzerland, Taiwan, Tanzania, Thailand, Togo, Uganda, Vanuatu, Vietnam, Yemen and Zambia.
Cargoes from non-FTA signatory countries/region are not entitled to the preferential tariff and no "Certificate of Non-manipulation" is thus required.
