In line with the "user-pays' principle, it is the Government's policy that fees charged by the Government should in general be set at levels adequate to recover the full cost of the public services provided.

A recent costing review at 2023-24 price level shows that the current cost recovery levels range from 89.1 per cent to 93 per cent. Based on the government-wide general guidelines for fee increases, the extent of fee increases ranges from 7.1 per cent to 9.7 per cent, or from $15 to $130 in dollar terms.

The aforementioned service fees, revised for the first time since the launch of the FTA Scheme in 2015, have been waived since 1 October 2020 in response to the pandemic to aid businesses. The current waiver arrangement will last until 30 September 2023.

Hong Kong Customs will continue to enhance efficiency and streamline procedures so as to contain the costs of providing the services.
