Background

The General Administration of Customs of the People's Republic of China and Hong Kong Customs have officially launched the Mainland-Hong Kong "Single Submission for Dual Declaration" Scheme on cargo (the Scheme), which covers all land boundary control points connecting the Mainland and Hong Kong. The Scheme can enable more enterprises to benefit from the completion of Customs declarations for both the Mainland and Hong Kong sides by making a single submission of road cargo information.

Benefits

By using the Scheme, Mainland enterprises can submit cargo information to the China International Trade Single Window, where the cargo information will then be encrypted and automatically sent to the Hong Kong Road Cargo System (ROCARS) from which Hong Kong enterprises can then retrieve the relevant cargo information for completing a local Customs declaration. The function of the Scheme not only ensures the accuracy of cargo information declared for both the Mainland and Hong Kong sides, but also facilitates the enterprises to save time and manpower required for declarations and minimises operating costs.

Scope of Coverage

The scheme applies to all cargoes passing between the Mainland and Hong Kong through all land boundary control points.

Criteria for Enrolment
  • Hong Kong enterprises must be registered users of ROCARS and apply for the "Single Submission for Dual Declaration" services through ROCARS.
  • Mainland enterprises must be registered users of the China International Trade Single Window and agree to use "Single Submission for Dual Declaration" services.
