To maintain Hong Kong's competitiveness as a prominent international trade centre and logistics hub and to align with the international trend, the Government has developed the Trade Single Window ("TSW") as a one-stop electronic platform for lodging Business-to-Government trade documents to facilitate trade declaration and cargo clearance. As the TSW Operator, the Customs and Excise Department established the Office of Trade Single Window Operation in 2018 to oversee the system's operation and provide support to TSW users through publicity, outreach and training, help-desk and hotline services.

TSW Phases 1 and 2 have been fully implemented since 2020 and 2023 respectively, covering 42 types of trade documents which mainly include import/ export licences or permits for specific types of controlled goods. Under TSW Phase 1 and 2, trade members are welcomed to submit trade document via TSW voluntarily. Driven by the active promotion by the Customs and Excise Department, TSW is widely adopted by the trade for submitting trade document applications. The initiative has delivered ideal overall results and positive feedback are received on the services, with users generally finding the system helpful in saving time and costs.

The first batch of TSW Phase 3 services have been successfully launched on 1 May 2026. TSW Phase 1 and 2 system and the Road Cargo System (ROCARS) have been integrated to the new system, to provide a one-stop electronic platform for the trade to process over 40 types of trade documents including the submission of advanced cargo information (road) and bundling with a single account.

The second and third batch of TSW Phase 3 services are targeted to be rolled out in batches from mid-2027. TSW will replace the Government Electronic Trading Services (GETS), providing the trade with a single, unified channel to submit cargo information and apply for licences. The scope covers Import and Export Declaration, Advance Cargo Information of different transport modes, Cargo Manifests and Cargo Reports, as well as applications for the Certificates of Origin and Permits for Dutiable Commodities.

There are three types of User Accounts in the TSW:

• Individual Account;
• Company/Organisation (Administrator) Account; and
• Company/Organisation (User) Account.
