The Commerce and Economic Development Bureau has established a Project Management Office (PMO) since April 2016 to take forward the initiative with the Customs and Excise Department and other Participating Government Agencies (PGAs). As the TSW Operator, the Customs and Excise Department established the Office of TSW Operation in 2018 to oversee the system"s operation and provide support to TSW users through publicity, outreach and training, help-desk and hotline services. The TSW services can be accessed through the TSW website (www.tradesinglewindow.hk).

The TSW is being implemented in three phases. Phase 1, first rolled out in 2018, is now in full service. It covers 14 types of trade documents, which include mainly import/export licences or permits for specific controlled goods. Since the launch of Phase 1, the trade"s feedback on the TSW services has been positive, and the take-up rate for the new system has been on the progressive rise. As of the end of December 2022, the average monthly usage rate reached at 90%. For some types of licences/permits, the usage rates have reached and maintained at 100%.

The Phase 2 services, covering another 28 types of trade documents, have been rolled out by batch starting from 2023. In addition, the Government has been taking forward the preparation work for the implementation of Phase 3. The Department will continue to provide full support to the PMO and other PGAs for the implementation of Phase 2 and 3.
