Hong Kong Customs College, formerly known as Customs and Excise Training School (CETS), was commissioned in 1974. It provides induction training for new recruits; functional development training and specialized training to serving staff; as well as regional training for the World Customs Organization members in the Asia Pacific Region. In December 2018, after professional assessment by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) under the Qualifications Framework (QF), the Inspector Induction Course and the Customs Officer Induction Course were successfully accredited at QF Level 5 (pitched at the same QF level as a local Bachelor's Degree) and QF Level 4 (pitched at the same QF level as a local Higher Diploma or an Associate Degree) respectively. CETS was renamed Hong Kong Customs College on 1 January 2019. Graduates admitted from 2019 onwards will be awarded "Professional Diploma in Customs Management for Inspectors" or "Professional Diploma in Customs Operations for Customs Officers" by the College.

Since June 2020, the College has collaborated with Hong Kong Metropolitan University (HKMU) (formerly The Open University of Hong Kong) to offer enhanced enforcement training to new trainees of the Induction Courses and articulation pathways for degree programmes. Apart from various concepts of criminology, sociology and psychology delivered by HKMU, the new Induction Courses also cover knowledge in conflict management, media relations, public service management, etc. Officers graduated from the new Induction Courses will be awarded the "Certificate in Law Enforcement and Customs Management" by HKMU, and entitled to credit exemption when pursuing the designated degree programmes offered by HKMU.

In November 2021, two on-the-job training courses delivered by the College, namely Passenger Processing Course and Cargo Processing Course, were successfully accredited at QF Level 4 after professional assessment by HKCAAVQ. Graduates from 2022 onwards will be awarded "Professional Certificate in Customs Control and Enforcement (Passenger Clearance)" or "Professional Certificate in Customs Control and Enforcement (Cargo Clearance)" by the College.

With an area of 30 000 m2, the College has various training facilities including Auditorium, Meeting Rooms, Classrooms, IT Centre, Teaching Resource Centre, Learning Resource Centre, Multi-function Hall, Firing Range, Parade Ground, Outdoor Sportsground, Fitness Room, Swimming Pool, Soccer Pitch, Abseiling and Sports Climbing Facilities, Professional Development Training Block, Trainee Dormitories, etc. The College can accommodate 350 new recruits to undergo residential training at any one time.
