The Customs and Excise Department (C&ED) is responsible for protecting the Hong Kong Special Administrative Region to prevent and detect smuggling activities and implements control measures on prohibited items, including examining baggage of passengers at entry / exit points. The Department plans to introduce the video analytics system, Hong Kong Customs WiseShield, at entry / exit points to enhance passenger clearance work.

Purposes of introduction of "WiseShield"

  1. Safeguarding National Security;
  2. Enhance law enforcement efficiency: Strengthen intelligence analysis and risk management capabilities for passenger clearance through technological assistance; and
  3. Enhance the boundary-crossing experience for passengers.

Installation locations of "WiseShield"

The first phase of pilot run at the Lo Wu Control Point and the Lok Ma Chau Spur Line Control Point commences in the fourth quarter of 2025.

Privacy Protection

"WiseShield" will only collect image of public places.

The Customs and Excise Department (C&ED) has commissioned an independent consultancy to conduct the Privacy Impact Assessment for the "WiseShield". The Department shall ensure the implementation of the system is in strict compliance with the Personal Data (Privacy) Ordinance and relevant laws of Hong Kong, to uphold the public's right to privacy and ensure the security of the infrastructure, hardware and software components and data transmission solutions supporting the system.

The Department has displayed conspicuous notices in close proximity to the "WiseShield", explicitly informing the public that the "WiseShield" are in operation.

The Customs and Excise Department shall adopt a set of comprehensive and robust internal guideline to ensure a rigorous monitoring standard for the supervision of "WiseShield"

Information Security

On information security, the Customs and Excise Department has commissioned an independent consultancy to conduct the Security Risk Assessments and Audits for the system, with a view to ensuring the security of the infrastructure, hardware and software components and data transmission solutions supporting the system.
