The Customs and Excise Department (C&ED) is responsible for protecting the Hong Kong Special Administrative Region to prevent and detect smuggling activities and to implement control measures on prohibited items, including conducting search on passengers and their baggage at entry / exit points. The Department plans to introduce the video analytics system, Hong Kong Customs WiseShield ("WiseShield"), at entry / exit points to enhance passenger clearance process.
C&ED introduced "WiseShield" in the fourth quarter of 2025 and has been progressively piloting the system across various control points.
"WiseShield" will collect only image of public places.
C&ED has commissioned an independent consultancy to conduct the Privacy Impact Assessment for "WiseShield". The Department shall ensure the implementation of the system is in strict compliance with the Personal Data (Privacy) Ordinance and relevant laws of Hong Kong, to uphold the public's right to privacy.
The Department has displayed conspicuous notices in close proximity to "WiseShield", explicitly informing the public that "WiseShield" are in operation.
The following notice would be placed in the vicinity of the system coverage area.
C&ED shall adopt a set of comprehensive and robust internal guideline to ensure a rigorous monitoring standard for the supervision of "WiseShield".
On information security, C&ED has commissioned an independent consultancy to conduct the Security Risk Assessments and Audits for the system, with a view to ensuring the security of the infrastructure, hardware and software components and data transmission solutions supporting the system.
C&ED has introduced "WiseShield" to
