- Participants should submit fresh food consignment information (e.g. airway bill) to Hong Kong Customs via the designated Hong Kong Customs email address at least one day before the cargo arrives at the HKIA;
- Prior to the flight arrival, air cargo terminal operators should submit the related advance cargo information to the Hong Kong Customs via the Air Cargo Clearance System (ACCS) for customs clearance purpose;
- The cross-boundary vehicle carrying the goods should have an e-lock installed on the load compartment or container. Before leaving the air cargo terminal at the HKIA (regardless of whether customs inspection is required), the cargo representative must approach on-site Customs officer to inspect the e-lock; and
- For fresh food consignments involving live seafood and fruit, Hong Kong Customs will issue a "Certificate for Transhipment Confirmation" for the eligible consignments after inspection.
(Note: Hong Kong Customs will not issue the "Certificate for Transhipment Confirmation" for goods that has already left the air cargo terminal at the HKIA. The goods concerned may be refused to enter into the Chinese Mainland in the absence of the "Certificate for Transhipment Confirmation".)
Operational Procedures
