The Hong Kong National Security Law and the Safeguarding National Security Ordinance collectively
established a comprehensive and effective legal system and enforcement mechanism for safeguarding national
security in the Hong Kong Special Administrative Region, laying a solid foundation for the protection of social
stability, the promotion of economic growth and improvement of people's livelihoods.

Hong Kong Customs has been playing an important role in safeguarding national security by guarding the
country's southern gateway, conducting customs clearance at sea, land and air control points to stem importing
of firearms, weapons and seditious items to safeguard "Homeland Security"; combatting dangerous drugs
trafficking and curbing smuggling activities to protect "Societal Security"; suppressing activities related to
intellectual property right infringements and protecting legitimate business and consumers' rights to strengthen
"Economic Security"; cooperating with other law enforcement agencies to combat hazardous wastes and
endangered species smuggling activities to safeguard "Ecological Security".

With a view to enhancing staff awareness of the importance of national security and their sense of
patriotism, the Department has recently amended the Vision which has been in place for many years to "We are one of the world's leading customs organisations which safeguard national security, protect interests of the society, facilitate legitimate trade and promote economic development."

The elements of "to safeguard national security" and "patriotism" have also been added to the Mission
and Values. The amended Mission fully reflects Hong Kong Customs' core duties, highlighting Customs officers'
resolute determination to safeguard our country. The newly added Value of "Patriotism and Loyalty" showcases
Customs officers' strong sense of national identity and patriotism.

Hong Kong Customs will continue to strive steadfastly to safeguard national sovereignty, security and development interests, and prevent items endangering national and societal security from entering Hong Kong, contributing to the prosperity and stability of the city.

《香港國安法》和《維護國家安全條例》共同構築起香港特區健全而有力的維護國家安全的法律制度和執行機制，為保障社會穩定、促進經濟發展和改善民生奠定基礎。

香港海關作為維護國家安全的重要一員，負責在各海陸空口岸進行清關檢查，堵截槍械、
武器及煽動物品流入香港，為國家南大門把關，以維護國土安全；打擊販運危險藥物走私活動，
以保衛社會安全；打擊侵犯知識產權活動，保障正當商業交易及消費者權益，以鞏固經濟安全；
配合其他執法部門制止有害廢品和瀕危物種等走私活動，以保護生態安全。

為提升部門同事的國家安全意識及加深其愛國情懷，部門最近修訂了沿用多年的「抱負」：｢我們是世界領先的海關組織之一，致力維護國家安全，保障社會利益，便利正當商貿及促進經濟發展。」

同時，亦於「使命」與「信念」中分別新增了「維護國家安全」及「愛國」的元素。新修訂的「使命」更充分反映香港海關的核心職能，彰顯海關人員堅定不移守護國家的決心；而在部門「信念」加入「愛國與忠誠」，亦顯示海關人員強烈的國民身分認同感與愛國情懷。

香港海關會繼續堅定不移地維護國家主權、安全以及發展利益，堵截任何危害國家安全和社會安全的物品進出香港，為香港的繁榮穩定提供堅實保障。

海關管理層新面貌

The Commissioner of Customs and Excise, Mr Chan Tsz-tat, called on the General Administration of Customs of the People's Republic of China (GACC) in Beijing on 26 March and met with the Minister of the GACC, Ms Sun Meijun, to exchange views on deepening the co-operation between Mainland Customs and Hong Kong Customs. The Commissioner expressed his gratitude to the GACC for their support for the work of Hong Kong Customs. The Commissioner also toured the facilities of Beijing Customs and the Beijing Daxing International Airport to learn about the local customs clearance procedures and the way to use technology to enhance clearance efficiency.

Customs Commissioner meets Minister of General Administration of Customs

海關關長拜訪國家海關總署署長

A high-level meeting between Hong Kong Customs and the General Administration of Customs of the People's Republic of China (GACC) was held in Hong Kong on 18 May. 

The Hong Kong Customs delegation was headed by the Commissioner of Customs and Excise, Mr Chan Tsz-tat, while the Mainland Customs delegation was headed by the Minister of the GACC, Ms Sun Meijun. After the meeting, witnessed by Ms Sun and the then Acting Secretary for Security, Mr Michael Cheuk, the Commissioner and the Director General in Shenzhen Customs District, Mr Zheng Jugang, signed the memorandum regarding the point-to-point express co-operation and liaison between Shenzhen and Hong Kong Land Boundary Control Points. The signing of the memorandum further strengthens the information sharing and co-ordination mechanism at land boundary control points between the customs authorities on both sides, and enhances the efficiency of cross-boundary flow of people and cargo between Shenzhen and Hong Kong.

香港海關與深圳海關簽署備忘錄 加強陸路口岸信息共享及協調

Hong Kong Customs, in the capacity of the World Customs Organization (WCO) Vice Chair for the Asia/Pacific (A/P) Region (APVC), hosted the 26th WCO A/P Regional Heads of Customs Administrations Conference between 19 and 22 May. The Conference is the highest-level meeting held annually in the A/P region, which has gathered more than 120 heads of Customs organisations and senior officials from the region, along with delegates from the WCO's regional entities.

The Conference yielded fruitful outcomes, including the endorsement of significant regional decisions, such as the confirmation of the regional representative positions for the upcoming term. Notably, Hong Kong Customs will serve as one of the A/P representatives in the Audit Committee to assist in examining the policies and procedures of the WCO. In addition, the Conference featured discussions about an innovative initiative concerning a blockchain-based cross-validation platform, which was led by the APVC and aimed to accelerate logistics and economic development in the region. This Conference also marks a significant milestone for Hong Kong Customs as we almost conclude our first year as the APVC.

是次會議取得了豐碩的成果，與會各方共同通過多項關鍵區域決策，包括確認來屆亞太區地區代表席位，其中香港海關將會成為審計委員會的其中一位亞太區代表，協助審視世界海關組織的政策及程序。會議更重點討論一項由世界海關組織亞太區副主席主導的創新方案，該方案旨在運用區塊鏈技術開發驗證平台，以加速亞太區域的物流與經濟發展。另外，今次會議亦標誌着香港海關擔任世界海關組織亞太區副主席即將屆滿一年的里程碑。

Hong Kong Customs, in the capacity of the World Customs Organization (WCO) Vice-Chair for the Asia/Pacific (A/P) Region (APVC), and the Association of Southeast Asian Nations (ASEAN) Secretariat, hosted the Conference on Simplification of Procedures and Best Practices for E-commerce between 15 and 17 April. This marks the first time for Hong Kong Customs to organise a large-scale A/P regional conference focusing on e-commerce, bringing together more than 200 representatives from the WCO, A/P customs administrations, ASEAN members, and international and local industries. In closing, a Joint Statement reaffirming the commitment to strengthening mutual collaboration between customs administrations and e-commerce stakeholders to foster the growth and development of e-commerce across the A/P region was issued.

The Commissioner of Customs and Excise, Mr Chan Tsz-tat, in the name of Hong Kong, China and in the capacity of the World Customs Organization (WCO) Vice-Chair for the Asia/Pacific (A/P) Region, led a delegation to attend the 92nd Session of the Policy Commission and the 145th/146th Customs Co-operation Council Sessions of the WCO in Brussels, Belgium, from 23 to 28 June. Two customs co-operation arrangements were reached in the latter, namely the conclusion of the Memorandum of Understanding (MOU) on the Mutual Recognition of Authorized Economic Operator Programmes with Zakat, Tax and Customs Authority of Saudi Arabia and the MOU Regarding Cooperation and Mutual Administrative Assistance with the South African Revenue Service. In addition, Hong Kong Customs, in the name of Hong Kong, China, was elected during the session as one of the A/P representatives in the Audit Committee for the term of 2025 to 2027 to assist in examining the policies and procedures of the WCO.

The Commissioner of Customs and Excise, Mr Chan Tsz-tat visited Urumqi and Fuzhou between 6 and 9 July. During the visit, the Commissioner met with the Director General in the Urumqi Customs District, Mr Hao Weiming. The two exchanged views on the promotion of Hong Kong's economic and trade ties and exchanges with Xinjiang, as well as the exploration of co-operation opportunities and enhancement of collaboration between the two sides. The Commissioner also attended the launching ceremony of the Fujian-Guangdong-Hong Kong Single E-lock Scheme in Fuzhou Customs. Speaking at the ceremony, the Commissioner said that the official launch of the first Customs clearance point of the Scheme in Fuzhou Customs will help further promote interconnections and the flow of goods between Fujian, Guangdong and Hong Kong.

Between 9 and 12 June, Hong Kong Customs and the University of Hong Kong co-organised the Regional Workshop on Anti-Money Laundering (AML) Frameworks: Tackling Traditional and Modern Challenges in the Digital Age for the first time. The Workshop brought together over 60 participants from customs administrations, government agencies, international organisations, law enforcement agencies and academia across Hong Kong and the Asia-Pacific (A/P) region. The curriculum covered AML strategies and emerging typologies, regulation of virtual assets, crypto-related crime investigations, application of regulatory technology in financial crime prevention, and international co-operation in AML. The Workshop aimed at fostering knowledge exchanges and capacity building in AML across the A/P region.
