The Commissioner of Customs and Excise, Mr Chan Tsz-tat, led a delegation to attend the launching ceremony for the trial run of the “Shenzhen-Hong Kong Motor Vehicle Export Facilitation Scheme” in Qianhai, Shenzhen, on 22 December 2025.

Following the successful trial run of the “Guangzhou-Hong Kong Motor Vehicle Export Facilitation Scheme”, Hong Kong Customs has collaborated with the Shenzhen Customs to launch the “Shenzhen-Hong Kong Motor Vehicle Export Facilitation Scheme”, providing a more flexible cross-boundary route for electric private cars exported to Hong Kong from Shenzhen. Under the new enhancement, motor vehicle importers/distributors can submit advance information to Hong Kong Customs for pre-arrival notification and apply to relevant departments for first registration tax concession on electric private cars that meet the eligibility criteria before shipping the vehicles to Hong Kong, thereby significantly enhancing overall logistical efficiency and convenience as well as  reducing the vehicle storage cost in Hong Kong.

海關關長陳子達去年十二月二十二日率領代表團出席在深圳前海舉行的「深港汽車快通計劃」試行計劃啓動儀式。

自「穗港汽車出口快線」成功試行後，香港海關與深圳海關推出「深港汽車快通計劃」，為深圳輸港的電動私家車提供更靈活的跨境通道。參與計劃的汽車進口者／分銷商在將有關車輛從深圳運往香港前，可預先向香港海關提交申報進口資料，並憑香港海關所發出的預審通知書向相關部門為合資格的電動私家車提前遞交首次登記稅寬減的申請。有關安排將大幅提升整體物流效率及便利性，並減低汽車在港的存倉成本。

「深港汽車快通計劃」試行計劃啓動會

Hong Kong Customs held an information session on the Duty Stamp System on 29 January, comprehensively introducing the latest developments and future arrangements of the system to the tobacco industry. About 180 industry representatives attended the information session, including representatives of tobacco manufacturers, importers and exporters, bonded warehouse operators, logistics, retailers, and the newspaper stalls industry.

During the session, Customs provided a detailed overview of the conclusion of the Pilot Run of the Duty Stamp System early this year, as well as an explanation of the overall framework and operational details of the system, covering the entire supply chain from the manufacturing premises to their sale at retail outlets.Customs will continue to organise more similar exchange activities and ongoing promotional efforts to foster a shared understanding before the system's implementation, ensuring its effective rollout.

■Following the information session, Customs also met with the Chairperson of Hong Kong Newspaper Hawkers Association, Mr Lam Cheung-fu（third left）and other representatives of the newspaper stalls industry to specifically introduce the Duty Stamp System.


海關於一月二十九日舉行完稅標籤制度宣講會，向煙草業界全面介紹制度的最新進展及未來安排。會議吸引約一百八十名業界代表踴躍出席，包括煙草製造商、進出口商、保稅倉營運商、物流、零售商及報販代表。

海關於會上詳細介紹於本年初完成的完稅標籤制度先導計劃成果，同時闡釋了制度的整體框架及運作細節，涵蓋由生產至銷售的完整供應鏈流程。

海關將繼續舉辦更多同類型的交流活動並持續宣傳工作，務求在制度實施前，充分凝聚共識，確保制度順利推行。

香港海關舉行完稅標籤制度宣講會</br>積極聆聽業界意見

Hong Kong Customs led a delegation to participate in “Joint Seminar on the Authorized Economic Operator（AEO）Programme for Mainland, Hong Kong and Macao Customs” organised by  the General Administration of Customs of the People's Republic of China  in Zhuhai on 16 December 2025. This seminar attracted the participation of over 400 enterprises from the Greater Bay Area.The Assistant Commissioner（Excise and Strategic Support）, Mr Ng Chun-wah provided an overview on the latest development of Hong Kong AEO programme at the seminar.  

Following the successful visit to the China Customs AEO Training Base（Shenzhen）in 2024, Hong Kong Customs once again arranged Hong Kong AEOs to take part in this seminar last year, allowing them to better understand the latest AEO policies on the Chinese Mainland.

香港海關去年十二月十六日率領香港AEO代表團到珠海出席由國家海關總署舉辦的「內地與香港、澳門海關AEO政策聯合說明會」。粵港澳大灣區內400多間企業亦有參與。會上，海關助理關長（稅務及策略支援）吳鎮華介紹香港AEO計劃制度及最新發展。

是次活動是香港海關繼於二〇二四年率領AEO代表團參觀深圳AEO實訓基地後，去年再度帶領企業參與內地AEO活動，讓香港企業更了解內地海關最新的AEO政策。

Joint Seminar on AEO Programme for Mainland, Hong Kong and Macao Customs

內地與香港、澳門海關 AEO政策聯合說明會

Hong Kong Customs held the Hong Kong Authorized Economic Operator（AEO）Certificate Presentation Ceremony 2025 on 5 February at Customs Headquarters Building with around 120 guests attending the ceremony, including representatives of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, customs attachés, representatives from Hong Kong AEOs, trade associations and industry stakeholders. During the ceremony, apart from presenting AEO certificates to new and renewed AEOs, Hong Kong Customs also presented the Hong Kong AEO Programme Partnership Scheme Awards to nine AEOs in recognition of their outstanding performance in their promotion of the Hong Kong AEO Programme and collaboration on other Customs affairs.
