Hong Kong Customs, in the capacity of the World Customs Organization (WCO) Vice-Chairperson for the Asia/Pacific (A/P) Region (APVC), hosted the 27th WCO A/P Regional Heads of Customs Administrations Conference between 18 and 20 May. This is the highest-level annual conference held in the A/P region, and has gathered about 120 heads of Customs and senior officials from the region, alongside delegates from the WCO's regional entities. The Secretary General of the WCO, Mr Ian Saunders, was also in attendance.

The conference started with a welcoming speech by the Commissioner of Customs and Excise, Mr Chan Tsz-tat. He noted that over the past two years, Hong Kong Customs, in its capacity as the APVC, has upheld the core values of collaboration and co-operation. He encouraged all members to carry this momentum forward to ensure prosperity, sustainable development and close connections in the region. The Secretary General of the WCO, Mr Ian Saunders, also addressed the conference and shared valuable insights on the WCO's future developments.

The conference yielded fruitful outcomes, including the endorsement of significant regional decisions, such as the confirmation of the next-term regional representative positions to different WCO Committees and the adoption of the new Regional Strategic Plan. Hong Kong Customs also received unanimous support from A/P members to extend its tenure as APVC for another two years (2026-28).

Another key milestone achieved in the event was the signing of a Memorandum of Understanding between Hong Kong Customs and Pakistan Customs, formalising Pakistan Customs' participation in the project “ValidAP”. The “ValidAP” initiative, led by Hong Kong Customs in its capacity as the APVC, is an innovative blockchain-based platform for validating digital documents, designed to accelerate logistics and drive economic development across the A/P region.

The conference also concludes the landmark first tenure of Hong Kong Customs as APVC. Over the past two years, Hong Kong Customs has proactively organised 18 impactful events, fostering knowledge sharing, co-operation, and cohesion among A/P members and underscoring its commitment to regional development.

香港海關以世界海關組織亞太區副主席的身分，於五月十八日至二十日舉辦第27屆世界海關組織亞太區首腦會議。此會議是亞太地區年度最高級別會議，匯聚約120位亞太地區的海關首長、高級官員及世界海關組織地區機構代表參與，世界海關組織秘書長Ian Saunders亦應邀出席。

海關關長陳子達在會議開幕式上致辭時表示，香港海關在過去兩年作為亞太區副主席，一直秉持協作與合作的核心理念，他期望各成員繼續團結協作，共同促進區域繁榮、可持續發展及保持緊密聯繫。其後，世界海關組織秘書長Ian Saunders亦就世界海關組織的未來發展分享了寶貴意見。

是次會議取得了豐碩的成果，與會各方共同通過多項關鍵區域決策，包括確認來屆於不同委員會的亞太區代表席位，以及通過新一屆地區發展策略計劃。香港海關亦於會議上獲亞太區成員一致支持，續任世界海關組織亞太區副主席兩年（二〇二六至二〇二八年度）。

會議另一項重要成果是香港海關與巴基斯坦海關簽署合作備忘錄，標誌着巴基斯坦海關正式加盟「ValidAP」計劃。「ValidAP」是由香港海關作為亞太區副主席主導的創新方案，運用區塊鏈技術的電子文件驗證平台，以加速亞太區域的物流與經濟發展。

今次會議同時為香港海關擔任世界海關組織亞太區副主席的首個任期劃上重要里程碑。在過去兩年間，香港海關積極舉辦18個指標性的活動，促進知識共享與合作，增強亞太區成員之間的凝聚力，展現各方推動區域發展的決心。

第27屆世界海關組織亞太區首腦會議

The Commissioner of Customs and Excise, Mr Chan Tsz-tat, signed the Authorized Economic Operator (AEO) Mutual Recognition Arrangement (MRA) with the Director General of the National Customs Service of the Republic of Chile, Ms Alejandra Arriaza Loeb, in Brussels, Belgium on 26 June. The signing marks a further expansion of AEO MRA network into South America, following the conclusion of the first MRA in the region with Peruvian Customs in December last year.

On 27 June, the then Assistant Commissioner (World Customs Organization), Mr Li Kin-kei, also signed an AEO MRA Action Plan with the Coordinator-General of Customs Administration of the Special Secretariat of the Federal Revenue of Brazil, Mr Felipe Mendes Moraes, formally launching negotiations for an AEO MRA between Hong Kong and Brazilian Customs.

海關關長陳子達六月二十六日在比利時布魯塞爾與智利海關關長Alejandra Arriaza Loeb簽訂「認可經濟營運商」（AEO）互認安排。這是香港海關繼去年十二月與秘魯海關簽訂AEO互認安排後，進一步擴展AEO互認網絡至南美洲另一個經濟體。

此外，時任海關助理關長（世界海關組織）李建基亦於六月二十七日與巴西聯邦共和國聯邦稅務總局海關管理局局長Felipe Mendes Moraes簽署AEO互認安排行動計劃，正式啓動與巴西海關就AEO互認安排的磋商。

Hong Kong Customs Expands South American AEO Mutual Recognition Arrangement Network

香港海關進一步拓展南美AEO互認安排網絡

The Deputy Commissioner of Customs and Excise (Control and Enforcement), Mr Mark Woo, led a delegation to attend a high-level meeting with the Director General of the Department of Port Control of the General Administration of Customs of the People's Republic of China (GACC), Mr Xia Jun, in Guangzhou on 16 July. Together with Beijing Customs, Shanghai Customs, Guangzhou Customs, Hangzhou Customs, and Chengdu Customs, both sides conducted in-depth discussions and exchanges on the "Customs Control Cooperation Mechanism for Key Airports in Hong Kong and the Mainland" and explored ways to further strengthen cooperation and experience sharing among customs authorities at various airports to improve enforcement efficiency.

海關副關長（管制及執法）胡偉軍於七月十六日率團到廣州與國家海關總署口岸監管司司長夏俊舉行高層會晤。會上，雙方聯同北京海關、上海海關、廣州海關、杭州海關及成都海關就「內地與香港重點機場海關監管合作機制」進行深入討論和交流，並探討進一步加強各個機場海關之間的協作及經驗分享，以提升執法效能。

The Commissioner of Customs and Excise, Mr Chan Tsz-tat, in the name of Hong Kong, China and in the capacity of the World Customs Organization (WCO) Vice-Chairperson for the Asia/Pacific (A/P) Region, led a delegation to attend the 94th Session of the Policy Commission and the 147th/148th Customs Co-operation Council Sessions of the WCO in Brussels, Belgium, from 22 to 27 June.

In addition, Hong Kong Customs, in the name of Hong Kong, China, was re-elected as the Vice-Chairperson for the A/P Region (2026-28) and elected as the Chairperson of the WCO Audit Committee (2026-27) during the sessions.

香港海關在海關合作理事會會議上，更代表中國香港獲選連任為二○二六至二○二八年度世界海關組織亞太區副主席及出任二○二六至二○二七年度世界海關組織審計委員會主席。

The Assistant Commissioner of Customs and Excise (Intelligence and Investigation), Mr Wong Ho-yin, witnessed by the Commissioner of Customs and Excise, Mr Chan Tsz-tat, signed a Memorandum of Understanding (MOU) with JD.com on 20 April to establish a closer communication and collaboration mechanism, strengthen compliance promotion, and work together to prevent prohibited or controlled items from entering Hong Kong through online shopping channels, thereby providing more comprehensive protection for consumers.

Hong Kong Customs signs MOU with JD.com

香港海關與京東集團簽署諒解備忘錄

The short drama “Candy Coated Deal”, co-produced by Hong Kong Customs and Guangzhou Radio and Television, won the Excellent Work Award in the 2nd International Micro-Short Drama Competition. The award recognised the team's creativity, production quality and promotional effectiveness, and also demonstrated the department's efforts to make good use of new media to tell the story of Hong Kong Customs.

“Candy Coated Deal” is the first short drama of Hong Kong Customs that aims to remind the public to be aware of drug traps. The drama is based on true stories of young people being lured into committing drug-related crimes.

香港海關與廣州廣播電視台協拍的微短劇《虹翼行動》（香港譯名：糖衣毒約）於「第二屆國際微短劇大賽」榮獲優秀作品獎，標誌着團隊的創意、製作及宣傳成效獲得大會專業肯定，更反映部門善用新媒體說好香港海關故事的努力。

《虹翼行動》是香港海關推出的首部微短劇，改編自真實故事，講述年輕人如何因一念之差，墮入毒品犯罪的深淵，呼籲大眾慎防毒品陷阱。
