When the Commissioner of Customs and Excise, Mr Chan Tsz-tat, assumed office late last year, he outlined five key objectives for the department, including promotion of trade and clearance facilitation. In an interview with the Customs News, the Commissioner noted the department previously relied heavily on frontline officers' experience and intelligence analysis in handling the enormous volume of passengers and goods every day. To address this challenge, the department is now advancing towards "Smart Customs" by utilising big data and artificial intelligence (A.I.) to help identify high-risk passengers and goods. 

The implementation of Smart Customs provides passengers with a smoother clearance experience while optimising cargo inspections. "High-risk goods will be subjected to more thorough inspections, while other goods will undergo fewer checks, thereby enhancing Hong Kong's competitiveness as a logistics hub," the Commissioner explained. 

He further revealed the department's plan to adopt video analytics technology in passenger clearance channels to strengthen front-line officers' ability in identifying high-risk passengers. "Precision in targeting will reduce unnecessary inspections for other passengers," he added, while noting that achieving this goal will take time. The department is currently developing the Smart Customs Information Technology Infrastructure, which will be equipped with A.I. computing capacities.

For cargo clearance, the Commissioner underscored that Trade Single Window (TSW) Phase 3 would start to be rolled out next year. This new system will facilitate traders to submit pre-shipment cargo information, including Cargo Manifest and Import/Export Declaration to Hong Kong Customs. By expanding the limitation from the current eight items of Advance Cargo Information for risk assessment to more than 30 items of pre-shipment trade documents, Customs officers will be capable of conducting more precise assessment with A.I. and big data analysis for identification of suspicious cargoes for inspection. "We will explore all possible ways to improve the efficiency of Customs clearance without compromising security," the Commissioner added.

Another major goal outlined by the Commissioner earlier is talent development. In addition to strengthening training for officers, he also encourages staff to further pursue studies, particularly in big data analysis, which is increasingly vital to customs operations. "The world is changing rapidly, especially in terms of technological advancements. As the head of the department, I, along with my team, cannot fall behind. We need to seize this opportunity to improve ourselves," said the Commissioner, highlighting his commitment in transforming the department into a highly professional enforcement agency.

Hong Kong Customs has been strengthening its ties with international customs administrations. Earlier this year, the Commissioner has met with the Director-General of the Customs Administration of the Netherlands, Mrs Nanette van Schelven, and the Director-General of Abu Dhabi Customs of the United Arab Emirates (UAE), Mr Rashed Lahej Al Mansoori, to exchange views on customs affairs and trade facilitation.

To further deepen international collaboration and broaden officers' horizons, the department has been encouraging secondments of junior and mid-level officers to international organisations in recent years. Since 2012, an Assistant Superintendent has been seconded to the World Customs Organization (WCO) headquarters in Brussels. Additionally, the department will soon deploy another Assistant Superintendent to INTERPOL's headquarters in Lyon to coordinate work related to intellectual property protection. Other recent secondments include a Senior Inspector in Tokyo, working at the WCO Regional Intelligence Liaison Office for Asia and the Pacific, and another Senior Inspector in Bangkok, serving at the WCO Asia/Pacific Regional Office for Capacity Building. 

The Commissioner hopes that these secondments would broaden officers' international perspectives. "Our long-term goal is to have Hong Kong Customs officers assume leadership positions in international organisations," he said. He highlighted the success of Mr Li kin-kei, who was seconded to the WCO headquarters in Brussels as an Assistant Superintendent in 2014 and has already been promoted to Assistant Commissioner, overseeing the Secretariat Office of the WCO Vice-Chairperson for the Asia/Pacific Region.

海關關長陳子達於去年底上任時提出五大工作目標，其中一項是促進通關及商貿便利。他指，海關現時每日要處理的旅客及貨物均屬海量，以往主要依靠前線人員的經驗及情報分析，部門正朝着智慧海關方向發展，利用大數據及人工智能偵測高風險的旅客及貨物，從旅檢的角度，令旅客過關有更順暢的體驗；從貨檢的角度，「對高風險貨物會檢查多一些，至於一些正當的貨物則會減少檢查，以提升香港貨運的競爭力。」

關長表示，旅檢通道方面，海關日後可透過影像分析技術提升海關揀選高風險旅客的能力，「如果做得精準，便可減少相關檢查」，但不能一蹴而就。海關正發展一套名為「智慧海關資訊科技基建設施」（海關雲）的系統，屆時將具備人工智能的運算能力。

貨流方面，關長表示，貿易單一窗口第三階段將於明年開始推行。屆時系統可更便捷地收到貿易商及貨運商在付運貨物前提交的貨品資料，包括貨物艙單及進出口報關單，令海關不再只局限利用預報貨物資料的八項數據進行風險評估，而是利用多達逾三十項預報貿易文件數據，並透過系統的人工智能及大數據分析，更精準地評估及研判揀選哪些貨物進行抽查，「在所有通關的環節，凡是可以提升清關效率的，我們都會去想辦法去做。」

關長續謂，他上任提出的另一個工作目標就是人才傳承，故除了加強人員培訓，亦鼓勵同事進修，若人員具備大數據分析能力，可大派用場，「外面世界尤其是科技發展變得好快，我作為首長，與整個團隊不能落伍，錯過這個發展良機」，令海關成為高度專業化的執法機關。

本港海關亦一直加強與國際海關聯繫，關長今年初，已先後與阿拉伯聯合酋長國（阿聯酋）阿布扎比海關關長Rashed Lahej Al Mansoori 及荷蘭海關關長Nanette van Schelven進行禮節性會面，就海關事務及便商利貿等議題交換意見。

關長表示，海關近年亦派出多名初中級同事到國際組織工作，包括自2012年起，派駐一名助理監督到布魯塞爾世界海關組織總部，此外，亦會再次派出一名助理監督到國際刑警位於里昂的總部，協調有關保護知產權方面的工作；另外，部門亦已派出一名高級督察到日本東京，負責世界海關組織亞太區情報聯絡中心的工作，另一名高級督察則獲派駐到泰國曼谷，參與世界海關組織亞太區能力建設辦公室的工作。

關長指出，派員到海外可擴濶他們的國際視野，「我們長遠的目標，是有香港海關的人員可以擔任國際組織的領導職位。」其中於2014年派駐到布魯塞爾世界海關組織總部的時任助理監督李建基，現已晉升為助理關長，主管世界海關組織亞太區副主席秘書處，令人十分鼓舞。

The Commissioner of Customs and Excise, Mr Chan Tsz-tat, told "Customs News" that about 4,500 uniformed officers will begin transitioning to new uniforms in phases starting mid-2025. Officers responsible for passenger clearance will wear white shirts and dark green trousers, they will also be provided with a dual-colored windbreaker in blue and green. The Commissioner highlighted three key features of the new uniforms: first, they are stylish, leaving visitors with a positive impression of Hong Kong; second, they can project a sense of authority; and third, they are designed for all-seasons use, with breathable materials that suit Hong Kong's climate. Officers who have tried on the new uniforms also appreciate their comfort and functionality.

The Commissioner noted that the current uniforms have been in use for more than 30 years, making it the right time for a change. As for color selection, green was chosen as it is Customs' signature color and symbolises prosperity. Green also gives people a sense of comfort. "International travelers often form their first impression of Hong Kong from the Customs officers they encountered during the clearance. Our uniforms, therefore, must look good, smart and professional, while still conveying the authority of Customs as a law enforcement agency," he explained.  Another key feature of the new uniforms is the use of polycotton fabrics, which is stretchable, highly breathable and durable, making them suitable for all-seasons in Hong Kong. The windbreaker is waterproof, windproof, and insulated. It also features a dual-color and reflective design, as well as zippered side pockets that fulfill the requirements for safety, convenience, functionality and aesthetics.

For officers responsible for cargo clearance, they will debut new blue uniforms later this year. The Commissioner noted that the durability and breathability of the new uniform have been improved, with enhanced details such as 3D-cutting at the knees for better mobility and extra pockets for officers to carry items needed for work.

海關關長陳子達表示，將於今年年中陸續為約四千五百名軍裝人員更換全新制服，旅檢人員將換上白色裇衫及墨綠色長褲，再配以一件藍綠雙色短身風褸。他表示，新制服具備三大優點，第一是美觀，能提升訪客對香港的印象；第二是能代表執法部門的威嚴；第三是全天候設計，質料透氣及適合香港天氣，同事們試穿後，均大讚新制服舒適及方便。

關長表示，舊制服已沿用超過三十年，是時候更換。在選擇顏色方面，綠色是海關的標誌顏色，亦代表欣欣向榮的氣象，予人舒適的感覺，「尤其是當國際旅客來到香港，往往第一個印象就是過關時見到的海關人員，所以同事們身上穿着的制服，必須美觀、醒目、大方兼備；同時亦要有執法部門的威嚴。」至於新制服的另一優點，就是採用富有彈性的聚酯纖維混合棉面料，具高透氣度及耐磨等特性，適合全天候穿着，尤其適合香港冷暖驟變的氣候。短身風褸既防水，又可禦寒及擋風，並採用雙色及反光設計，兩側口袋設有拉鍊，兼顧安全性、方便性、功能性及美觀性。至於貨檢人員，亦將於今年稍後時間陸續換上全新的藍色「蛤皮」。關長指，質料的耐磨度及透氣度均大大提高，並在細節設計上有所優化，例如膝蓋位有立體剪裁，亦增加口袋並改良設計，方便同事擺放物件。

Hong Kong Customs held a celebration reception for the International Customs Day (ICD) 2025 at the Hong Kong Convention and Exhibition Centre on 21 January. Under the theme of "Customs Delivering on its Commitment to Efficiency, Security and Prosperity", the reception was jointly officiated by Deputy Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong Special Administrative Region Mr Pan Yundong and the Commissioner of Customs and Excise, Mr Chan Tsz-tat. In a pre-recorded speech, the Chief Executive, Mr John Lee, expressed his appreciation for the unwavering dedication of Hong Kong Customs in shaping Hong Kong into a world city and trade hub. Speaking at the reception, Mr Chan affirmed that Hong Kong Customs will continue to tell good stories of Hong Kong to a worldwide audience, and will remain committed to contributing to the overall development of the country and the Chinese modernisation process.

The Commissioner of Customs and Excise, Mr Chan Tsz-tat, chaired the 2024 year-end press conference, themed Enhance Strengths and Thrive through Innovation and Connectivity, on 18 February to summarise the results of law enforcement and promotion of trade and clearance facilitation over the past year. Mr Chan looked forward to the use of technology in the department to enhance law enforcement efficiency. He also stressed that Customs will continue to strengthen its leadership role in customs co-operation and combating cross-boundary crimes in the Asia-Pacific region.

Hong Kong Customs and the Regional Intelligence Liaison Office for Asia and the Pacific hosted the Regional Workshop on Risk Management and Intelligence Analysis between 20 and 22 January.  This Workshop gathered more than 30 representatives, experts from law enforcement agencies and data analytics professionals from 14 Asia/Pacific (A/P) members of the World Customs Organization. The participants engaged in in-depth exchanges of views and shared the experience on risk management initiatives and the application of big data analysis and artificial intelligence, laying a solid foundation for collaborative risk prevention and control in the A/P region.

Regional Workshop on Risk Management and Intelligence Analysis

亞太區風險管理及情報分析工作坊

Hong Kong Customs co-hosted the International Forum on Combating Money Laundering and Transnational Organized Crimes: Criminal Networks, Trade Dynamics and Beyond with the Regional Intelligence Liaison Office for Asia and the Pacific for the first time between 10 and 12 December, 2024.  The Forum, themed "Defeating Crimes Today, Securing Economy Tomorrow", gathered about 250 top-notch experts from various disciplines and experienced law enforcers around the world to share insights and discuss the latest strategies on combating money laundering and transnational organised crimes.  

At the Forum, Hong Kong Customs signed a Memorandum of Understanding with the University of Hong Kong, aiming to jointly promote research and development, as well as staff training in areas of virtual assets, blockchain technologies and intellectual property protection, with a view to enhancing the enforcement capabilities of the Department in anti-money laundering and combating online infringement activities.

The Assistant Commissioner (Boundary and Ports), Ms Phoebe Wong, led a delegation to Shenzhen to attend a meeting with representatives of the Shenzhen Customs District on 29 November, 2024, to discuss how to tie in with the Central Government's new arrangement on the resumption of the multiple-entry Individual Visit Scheme (IVS) for Shenzhen starting 1 December last year, and to enhance co-operation between the two Customs administrations.

Hong Kong Customs held the Canine, Enforcement and Detection Capacity Building Workshop in November last year. Thirty-seven representatives from members of the World Customs Organization (WCO) Asia/Pacific Region, mainly dog handlers, dog instructors and frontline officers, were invited to  participate in discussions focusing on best practices in canine enforcement, training and breeding.

領犬執法及搜查能力建設工作坊

After successfully breeding its first batch of working dogs in 2020, Hong Kong Customs has once again bred eight puppies this year. The father, Dolby, and the mother, Lady, are both Customs Drugs Detector Dogs. Dolby is a labrador retriever, bred in collaboration with the Aviation Security Company Limited in 2022. The eight puppies are currently residing at the Hong Kong-Zhuhai-Macao Bridge Dog Base, where they are nurtured by the officers of the Customs Canine Force. They will undergo fundamental trainings until one year old. After that, they will receive professional detector dog training before service.

香港海關繼二〇二〇年自行繁殖首批工作犬後，今年再次成功繁殖八隻幼犬。牠們的父親Dolby和母親Lady均屬海關毒品搜查犬，當中Dolby是二〇二二年香港海關與機場保安有限公司合作繁殖的拉布拉多尋回犬。八隻幼犬現正在港珠澳大橋基地生活，由海關搜查犬課人員照顧。牠們將進行初期訓練，一歲後便會接受專業搜查犬訓練，然後正式投入海關工作。
