Expanding AEO Mutual Recognition Arrangement Network as a "Customs Green Pass"

Hong Kong Customs has been actively promoting the Hong Kong Authorized Economic Operator (AEO) Programme with an aim to benefit more traders with trade facilitation measures, and the "customs green pass" offered under the AEO mutual recognition arrangement (MRA) network.

In the fourth quarter of 2023, significant progress has been made in expanding the AEO MRA coverage. Firstly, the Commissioner of Customs and Excise, Ms Louise Ho, signed the AEO MRA with Director-General of Macao Customs Service, Mr Vong Man-chong on 10 November, bringing the total number of MRAs ratified by Hong Kong Customs to 14, ranking 4th globally.

The Assistant Commissioner (Excise and Strategic Support) of Customs and Excise, Mr Rudy Hui, representing the Department, signed AEO MRA Action Plans with Saudi Arabia, Cambodia and the Philippine in November. These Action Plans establish a solid foundation for future AEO MRA with relevant Customs authorities.
